The Urban Institute issued a new brief, Vulnerable Infants and Toddlers in Four Service Systems, which gathers existing data from published sources on characteristics of vulnerable young children in four service systems: Early Head Start; Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); child welfare system; and Part C Early Intervention Programs. The brief offers implications for future research, practice and policy and shows that there are evident similarities in populations of vulnerable young children supported by each of the service systems.
