A new report from ZERO TO THREE and Pre-K Now offers tailored suggestions, strategies and guidelines for states to improve complex education systems to ensure they reach pre-kindergarteners, toddlers and even babies. The report intends to help states respond to federal requirements that they establish State Advisory Councils on Early Education and Care, aimed at improving the quality and availability of services for young children.
